Clear the matter before transferring records.

Provide only the names of parties, counsel, material witnesses, organizations, facilities, agencies, and a brief subject description. Do not send substantive files until the matter clears review and a transfer method is approved.

Pro bono matters

Limited reduced-fee or no-fee support may be available.

Attorneys representing victims pro bono may request support. Availability depends on conflict clearance, fit, urgency, evidence, scope, safety, and capacity. Outside costs are discussed before work begins.

After conflict clearance, counsel and the investigator can identify the source set, factual questions, citation format, security requirements, and deliverables.
