As the designated requester, Bakke pursued Oregon Department of Justice public-records petition review to agency disclosure, and litigated a public-records enforcement action pro se in Oregon circuit court, including a temporary restraining order motion. He compiled and indexed every Attorney General public-records order issued since 1981, 2,463 orders across 413 agencies, and eighteen years of Union County commissioner minutes, agendas, and expenditure reports.
Litigation experience
Bakke has filed and litigated pro se in Oregon circuit court, including a public-records enforcement action with a temporary restraining order motion. He knows what a chronology, an exhibit, and a citation have to look like to survive scrutiny, and builds every deliverable to that standard.
